The two strategic documents of the College are the Development Plan and the Quality Manual. The Development Plan 2015-2020 provides objectives for organisation and management/leadership, and for the study and development activities on the basis of key outcomes, the baseline levels (2015) and the target levels (2020); it also includes an overview of successful fulfilment of the objectives of the previous Development Plan. Annual action plans are prepared and adopted in compliance with the Development Plan. The fulfilment of the objectives is analysed in annual reports on the basis of implementation of the action plan and achievement of the key results.
The Quality Assurance System was developed on the basis of the EFQM model and it operates following the principles of the Deming Cycle – plan, do, check and act. The quality management processes are described (including the person in charge, actions, indicators and documents), regularly reviewed and updated.
The Quality Assessment Council of the Estonian Higher Education Quality Agency decided to accredit Tartu Health Care College for seven years from 21.02.2013 until 21.02.2020. The international assessment committee decided to recognize progress in the organisational management and performance assessment area with an additional note of "worthy of recognition", particularly emphasizing the general management and personnel management sub-areas.
According to the decision of the assessment committee of 29.11.2014. concerning the curriculum group in vocational education and training for health care and social services the curriculum group was accredited for six years.
